Under the authority of the Congressional Review Act, Congress has the opportunity to overturn recent rules passed by agencies. While this effort is unlikely to succeed under this Administration and a Republican Congress, forcing a vote on such a resolution provides an opportunity to get legislators on the record. It also highlights the need for the legislative branch to develop a comprehensive and long-term plan relating to how the internet, commerce, government and public interact.
